The information presented on the website should be innovative and relevant to UNESCO's field of competence (education, science, culture, communication, information and informatics). Sites may be submitted in all languages. The creation of multi-lingual websites is particularly encouraged.
Art and Design
Since the competition is a sub-category of the UNESCO Prize for the Promotion of the Arts, the website must be a coherent work of virtual art. Creativity, originality, innovation and appropriateness of the design to the content of the website are important elements.
User-friendliness
Visitors should be able to easily access the various pages, links and information the website offers. The website must be accessible by using all commonly available hard- and software.
Technology
The website should be technologically sound. All links and images must be functional. All elements of the website must load in a reasonable amount of time. Plug-ins needed for viewing must be easily and freely accessible.
Relevance to community
UNESCO is particularly interested in websites establishing virtual communities that can become accessible venues for artistic debate and intellectual, cultural and scientific exchange. The site must have a target audience and strive to bring together, educate or highlight a community.
Techniques and working methods
The use of free software is strongly recommended.
The use of multi-media applications is encouraged.
The website should be optimized for generation 4.0 + browsers but must be accessible from generation 3.0 browsers.
Project development by virtual teams including members from developing countries is strongly encouraged.
Restrictions
Websites with one or more of the following characteristics are not eligible for the competition: an "advertisement" for a company or an organization, websites selling a service or a product, home pages of institutions, universities, governmental and non-governmental organizations, websites directly or indirectly financially supported by UNESCO, personal homepages, tourist websites.
