During its first phase of activities, PCCP asked experts directly or indirectly involved in the management of selected river basins to author a series of case studies (see below).

The case studies draw lessons from both the root causes of conflicts as well as from examples of successful cooperation in transboundary water resources management. They provide an important summary of data related to the hydrology of the river basins in addition to substantial information on the historical management of the water resources. The legal, political and economic aspects, which make every case unique, were also analyzed and assessed.

In the second phase of the programme, the Lake Titicaca case study followed a different approach. The Ministries of Foreign Affairs of both riparian countries nominated experts who were asked to co-author the case study on their respective behalf. Representatives from the civil society from both countries were also invited to contribute to the exercise. The dialogue opportunities offered by the joint writing process, as well as the review and the validation of the study, further underlined the importance to jointly manage the lake’s resources.

In the third phase two case studies, Cas du bassin du Mono (Togo-Bénin) and El sistema acuifero Ostua Metapan, were developed following a new process. The paramount objectives of PCCP case studies were to (a) foster cooperation among the riparian states concerned with the selected water body, and (b) increase the degree of knowledge about this water body. This was achieved through the involvement of high-level players, governmental advisers and a host of experts and stakeholders, who were invited to prepare a consensus document reflecting the status on conflict and/or cooperation in the selected water body. The objective of this process was indeed to constitute a forum for the discussion of sensitive issues related to the selected water body. It also supported the actual cooperation and the development of the shared resources. Last but not least, it offered an opportunity for the stakeholders to build a joint vision for the future joint management of their water resources.
