Capacity building / enhancement tools
The educational track of PCCP concentrates on the enhancement of skills for the successful management of transboundary water resources. It is the key component of the Programme, and addresses a wide target audience, ranging from postgraduate students to high-level decision makers.
PCCP developed a series of global courses and regional courses along with a series of training material on conflict prevention and cooperation in the management of transboundary water resources.
PCCP also facilitated the setup of electronic capacity building tools, namely the Conflict Resolution Support System (CRSS), an electronic Game: Climate Quest and the Transboundary Freshwater Dispute Database.
Courses
PCCP has developed various courses on conflict prevention and cooperation in the management of transboundary water resources. Course materials have been adapted to various target audiences and settings. Their aim is to contribute to water security and peace, through water diplomacy.
Global courses
PCCP and UNESCO-IHE to organize short courses on "Negotiation and Mediation for Water Conflict Management" in 2011
The 2011 courses will take place in The Hague and Delft, The Netherlands, from 7 to 25 February and from 28 February to 19 March.
These courses are part of a joint MSc in Water Management – specialization Water Conflict Management, LLM in Water Governance and Conflict Resolution. They can also be followed by external candidates who are interested in a short, effective and dynamic training in water and conflict management.
PCCP and Oregon State University offer an online Water Conflict Management Graduate Certificate
PCCP and OSU (Oregon State University) Department of Geosciences in the College of Science, with the Water Resources Graduate Program, and in cooperation with Ecampus now offer an online certificate in Water Conflict Management.
The courses, offered online, are only held in English.

UNESCO and Internews' Earth Journalism Network organize a training for journalists on "How to improve communication and media reporting on water and cooperation?" during the 5th World Water Forum
A training for journalists on "How to improve communication and media reporting on water and cooperation?", organized by UNESCO and Internews' Earth Journalism Network, was held from 15 to 21 March 2009 in Istanbul, Turkey.
PCCP to give lectures on conflicts over water resources at the University of Roma Tre, Italy
Since 2006 PCCP has conceived and organized the lectures on conflict resolution and water within the Master's Degree in 'Peace Studies: International Co-operation, Human Rights and Policies of the European Union' at the University of Roma Tre, Italy. Over the years these lectures, which focus on the techniques and processes aimed at preventing, managing and resolving conflicts concerning water resources, have evolved and were developed into a 3-day seminar.
High-level training seminar in Enhancing Negotiation Skills in the Resolution of National and International Resource Disputes
The training took place at UNESCO-IHE, Delft, The Netherlands, from 21st to 23rd October 2008.
Postgraduate programmes related to water conflict
A unique opportunity to study conflict management in Dundee and Delft has been created by two new and related master programmes that are offered under the aegis of PCCP, UNESCO’s programme on water and cooperation:
- MSc in Water Management – specialisation Water Conflict Management
- LLM in Water Governance and Conflict Resolution
The Masters programmes provide the participants with the opportunity to familiarize themselves with the theoretical background of scientific, legal and institutional aspects of water management. Furthermore, it gives them a range of methods, techniques and tools at hand to apply the acquired knowledge, to critically assess the different functions of existing water resources systems, and to enhance their ability to design comprehensive water resource policies and strategies.

Africa
Courses on Conflict Prevention and Cooperation in International Water Resources in the South African Developing Community
The pilot courses took place in November 2002 in Maputo, Mozambique (5-day course) and Cape Town, South Africa (10-day course) respectively.
Americas
PCCP Latin American course sessions for young professionals
Several courses are organized in various universities across Latin America in coordination with UNESCO Montevideo Office.
Course on the Prevention of Conflicts and the Cooperation in the Water Resource Management in Latin America
The 6-day pilot course took place in Guayaquil in January 2006.
Asia
PCCP organizes jointly with the Mekong River Commission a training workshop on Transboundary Water Conflict Management and International Water Governance
The training workshop was held from 3 to 10 June in Khon Kaen, Thailand at the Mekong Institute.
Europe
Course on Co-operation and Prevention of Conflicts in the Management of Transboundary Waters in South East Europe
The pilot-course took place in Thessaloniki, Greece, from 16 to 21 October 2006.
Middle East
Advanced Course for Trainers in Negotiation Skills, Relating to Cooperation Building around Water Resource in the Middle East
The training took place in the premises of the WWAP Secretariat, Perugia, Italy, from 28th to 31st October 2008.

Electronic capacity building tools
Conflict Resolution Support System (CRSS)
The Conflict Resolution Support System includes computational modules necessary to resolve conflicts resulting from water shortages in irrigation, drinking water supply, hydropower generation and floods. Its principal components include an artificial intelligence-based communication system, a database management system, and a model base management system.

The Climate Game
The Climate Quest is an electronic game that was developed with the support of UNESCO’s PCCP. Its goal is to create awareness and start a dialogue among youngsters about climate change and its consequences on the management of transboundary water resources.

Transboundary Freshwater Dispute Database (TFDD)
The TFDD encompasses the Atlas of International Freshwater Agreements, the International Freshwater Treaties Database, the Transboundary Freshwater Spatial Database, the International Water Events Database and the International River Basin Register. These databases provide information on historical, legal, biophysical, socioeconomic, geopolitical and geographical aspects of international river basins worldwide.
